Global Security and Crisis Management

GLOBESEC FigureThe Global Security and Crisis Management (GlobeSec) Unit provides scientific and technical support to EU policies concerned with Global Security and Crisis Management, particularly in the following dimensions: i) Prevention, ii) Preparedness, iii) Response and iv) Recovery.

The key themes covered by the Unit are:

  • Humanitarian Natural Disasters: earthquakes, tsunamis, hurricanes, floods
  • Socio-political crises including conflict
  • Public health crises
  • Financial: Fraud, Money-laundering, aid transparency
  • Law Enforcement

The Unit's key expertise covers:

  • Open Source text information mining and analysis
  • Geo-spatial information extraction and analysis
  • Statistical data mining and analysis
  • Numerical modelling – infectious diseases and tsunamis
  • GIS, IT

What we're doing in 2009:

  • Risk Assessment methods
  • Monitoring by Remote Sensing
  • Early Warning and Alerting methods, tools and systems
  • Media Monitoring systems
  • Open source intelligence systems
  • Post-crisis Structural Damage assessments and techniques focusing on human settlements

    • Conflict Prevention, Crisis Preparedness and Response, Reconstruction

    • Joint Statement on EU-UN Cooperation in Crisis Management

    • Disaster Risk Reduction, Peace and Security (Conflict Prevention), Reconstruction, Transparency of Aid Funds
  • Community Instrument for Humanitarian Affairs: Humanitarian relief
  • Community Public Health Security Programme: Preparedness and Response
  • Community programme on the Prevention of/and Fight against Crime and Terrorism: prevention
  • Anti-Fraud: protection of EU budget
  • Civil Protection Mechanism: preparedness and response
  • GMES – Security dimension

The Unit’s mission is supported by four institutional actions: CRITECH, ISFEREA OPTIMA and SITAFS. The Unit also addresses the multi-faceted and complex problems relating to the above mentioned EU policies by supplementing its in-house capabilities and capacities through involving the wider EU R&D community. The Unit achieves this through participating in the relevant instruments of the 7th Framework programme including GMES and the European Security Research Programme.
